آب یک منبع حیاتی است که معمولا از محدودیت خاصی برخوردار است آب شیرین موجود در محدوده جغرافیایی خاصی تقریبا ثابت و جوابگوی جمعیت محدودی است.
منابع آب شروب اجتماعات را می‌توان به سه دسته تقسیم نمود:
الف) منابع سطحی
آب‌هایی که در قالب آب باران، آب رودخانه، آب دریاچه های طبیعی، آب دریاچه ها یا سدهای ذخیره ای و قنوات در طبیعت موجود هستند و در صورتی که استحصال و بهسازی، نگهداری و بهره برداری آن‌ها با در نظر گرفتن ملاحظات اقتصادی و فنی مقدور باشد به عنوان منبع آب آشامیدنی انتخاب می‌شوند.
ب) منابع آب زیرزمینی
منابعی نظیر چشمه سارها، آب چاه های کم عمق، چاه های عمیق، چاه های جاری و آب حاصل از کانال‌های ساخته شده منابع آب زیرزمینی را تشکیل می‌دهند.
ج) منابع آب شور
و بالاخره در شرایطی که هیچ کدام از منابع فوق جهت دستیابی به آب شیرین مقدور نباشد سومین منبع عبارت خواهد بود از آب دریاها و دریاچه های شور یا آب‌های شور زیرزمینی.
اکثر اجتماعات شهری و روستایی ایران از منابع آب‌های زیرزمینی بهره برداری می‌کنند. در دو دهه اخیر چندین طرح بزرگ و متوسط انتقال آب‌های سطحی منابع دوردست نیز تهیه و اجراء شده است. منبع اصلی آب آشامیدنی شهرهایی مانند مشهد، شیراز، تبریز، بندر عباس، کرمانشاه، کرمان و بخشی از تهران از منابع آب زیرزمینی است. اغلب روستاهای ایران به روش سنتی و علمی لیکن بعضا غلط از آب زیرزمینی استفاده می‌کنند. انتخاب منبع آب آشامیدنی اجتماعات چه شهری و چه روستایی، کوچک یا بزرگ مبتنی است بر هزینه تهیه، تصفیه و توزیع آن. لازم است حداقل امکانات فنی اجرایی در حد معقول، وجود داشته باشد، پس با لحاظ نمودن جنبه اقتصادی و بهداشتی منابع احتمالی آب، شناسایی و از بین آن‌ها منبع مقرون به صرفه و مطمئن انتخاب گردد. در هر حال، منبع آب آشامیدنی بایستی درنهایت آب سالم و پاکیزه ای در اختیار مصرف کننده قرار دهد.
